My brother's theory is that they painted themselves into a design corner - that is to say, the Juddoon costumes last year looked so very Sontaran-y, that they had to redesign the Sontaran ones this time round, so that viewers wouldn't confuse the two.
Mind you, I said that in the good old days the possibility of 'doing it on the cheap' by reusing the costume for two different monsters would have been an added bonus, rather than a problem!

Well I like the face/head. I don't like the outfit. It's too foam muscle looking & it's far too light in colour.
I'm with Andrew's brother, they painted themselves in to a corner with the Judoon & now they've messed up the Sontaran.

Doctor Who certainly seems to hold a strong appeal to celebrities. The show’s previously boasted cast members like Trisha Goddard, Catherine Tate, McFly (yuck!) and even Kylie (who’ll be appearing in this years Christmas special). But now it seems they’ve topped the bunch!
The Dr. Who production team are currently in talks with chav queen Lily Allen to replace popular comedian Catherine Tate as the Doc’s (always doomed) assistant. If she got the role, multi-talented Lily would find herself in one of the most high-profile female roles on British TV.
The Doc’s original assistant (since the show’s reincarnation that is) was played by Billie Piper, a formerly chavy pop singer from Swindon and it looks as though the same story is about to come true for Lily. Lily’s had a pretty good run of it lately, having a show handed to her by the BBC and launching her own delightfully shabby fashion brand, so it seems good luck really does come in three’s.

The 'Lions for Lambs' actor is among a host of top US stars, including Brad Pitt, Angelina Jolie and Madonna, who the BBC are hoping to get on board for three blockbuster instalments of the British sci-fi series to be filmed next year.
An insider told Britain's Daily Star newspaper: "BBC producers know they can't pay these stars what they are used to, but what they can offer is an exciting role in a real cutting-edge show. And the big stars love that kind of kudos."
'Doctor Who' already has a track record of attracting top stars for cameos.
This year's Christmas special, 'Voyage of the Damned', will see Kylie Minogue play a waitress at the 1912 launch party for the famously doomed ocean liner the Titanic, which sank after hitting an iceberg on its maiden voyage.
The three 'Doctor Who' specials will be shot in 2008, but will not hit screens until 2009.
The three episodes are rumoured to be the final time actor David Tennant will play the time-travelling Doctor.
It is also believed 25-year-old actress Billie Piper - who quit the show in 2006 to pursue other projects - will return to play his sexy sidekick Rose Tyler.

I usually avoid ye spoilers, but I happened to see this on the BBC pages, and it came as a bit of a surprise. I wouldn't be TOO surprised for the story to later be amended, to reveal that she's in the three specials in 2009, rather than three episodes in 2008.
I'm sure they'll pull it off, as so far I think new Who has been pretty bloody good, but I can't help wonder why they're bothering - if nothing else, isn't it a bit of a slap in the face for Freema who made most of us forget about Billie (excellent though she undoubtedly was, I hasten to add) about ten minutes into Smith & Jones.
