Oh no it was because the Gelth were a metaphor for asylum seekers. Therefore it was showing immigrants and asylum seekers as evil and murderous operating under a cover of being poor suffering refugees. According to Mad Larry

I've just been watching this again.

It stands up well to rewatching.
I sobbed at the Matt Smith bit again. That look David Bradley gives to camera is unbelievably moving. It's just superb.Pity. I have no understanding of the word. It is not registered in my vocabulary bank. EXTERMINATE!

The bit that always gets me is Hartnell's "I don't want to go" which, although it works on a few levels I guess, is fundamentally a sad, sad moment where he knows he has to give up the most amazing time of his life. David Bradley does it so well.
